🏗️ Laguna Niguel City Center Development Update

For decades, Laguna Niguel has been one of the few cities in South Orange County without a traditional downtown. That could soon change. The approved Laguna Niguel City Center project will create a walkable downtown near City Hall with housing, restaurants, retail, and public gathering spaces. The latest update: Approved and construction is currently anticipated to begin in Spring 2027.

✨ highlights & facts:

• 📍 Located next to Laguna Niguel City Hall on a 25-acre site

• 🏢 275 apartment homes (mix of 1-, 2-, and 3-bedroom layouts, including some townhome-style apartments)

• 🛍️ ~ 145,000 sq. ft. of retail, restaurants, office, wellness, and civic space

• 📚 New community public library

• 🌳 Central public plaza, paseos, landscaped open space, and community gathering areas

• 🚶 Designed as a walkable mixed-use downtown with shops, dining, and programmed public events

• 🏗️ Led by Laguna Niguel Town Center Partners, LLC, a partnership between Burnham-Ward Properties and Sares Regis Group

• 🔄 The project will redevelop portions of the existing civic center area, including older county-owned facilities, with a new library replacing the current one on a different part of the site.

📆Latest Update

According to the City’s current project page, construction is anticipated to begin in Spring 2027.

Bottom Line:

When completed, this project would create Laguna Niguel’s first true downtown—a new mixed-use destination that combines housing, restaurants, retail, civic uses, and public gathering space. It also represents one of the largest redevelopment projects currently planned in South Orange County.
